  1. The Government of Nepal [GoN] has allocated funds towards the cost of improvement of ~~~ Parwanipur-Gandk chowk section of ~~~ Birgunj-Pathaliya Road and intends to apply part of the funds to cover eligible payments under the Contracts as given in the Table below. Bidding is open to all eligible Bidders under National Competitive Bidding.

  1. Trade Route Improvement Project, Birgunj-Pathaliya Road, Pathaliya, Bara invites Open Competitive Bidding (Single Stage Double Envelope Technical and Price sealed bids or electronic bids in the form of Technical and Price Bids) from eligible bidders for the construction and improvement of Parwanipur-Gandk Chowk  ~~~section of Birgunj-Pathaliya Road to multilane blacktopped ~~~ road under National Competitive Bidding procedures.
  2. Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Trade Route Improvement Project, Birgunj-Pathaliya Road, Pathaliya, Bara. Tel: +977-53-521949, or may visit DoR&~~rsquo~s website: www.dor.gov.np
  3. A complete set of Bidding Documents (Technical and Price) may be purchased from the office at Trade Route Improvement Project, Birgunj-Pathaliya Road, Pathaliya, Bara, and the office at District Treasury Comptroller&~~rsquo~s Office, Birgunj by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, and upon payment of a non-refundable fee of NRs. 20,000.00 for each set on or before 2074/04/04 (19 July 2017) within office hours.

Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents ~~~ (Technical and Price) as mentioned above or may download the bidding documents for e-submission from DoR&~~rsquo~s website: www.dor.gov.np. Bidders, submitting their bid electronically, ~~~ should ~~~ deposit ~~~ the ~~~ cost (as ~~~ specified ~~~ above) ~~~ of ~~~ bidding ~~~ document ~~~ in ~~~ the Project&~~rsquo~s ~~~ Rajaswa (revenue) ~~~ account ~~~ as ~~~ specified ~~~ below ~~~ and ~~~ the ~~~ scanned ~~~ copy ~~~ (*.pdf format) ~~~ of ~~~ the ~~~ Bank ~~~ deposit voucher ~~~ shall ~~~ be ~~~ uploaded ~~~ by ~~~ the ~~~ bidder ~~~ at ~~~ the ~~~ time ~~~ of electronic submission of the bids.   1.  ~~~Pre-bid meeting will be held at the time 11:00 Hrs. on 2074/03/25 (9 July 2017) at Trade Route Improvement Project, Birgunj-Pathaliya Road, Pathaliya, Bara. Attendance is strongly advised for all prospective Bidders or their representatives but is not mandatory.
  2. The Technical Bid and Price Bid shall be sealed in two separate envelopes and clearly marked as Technical Bid and Price Bid shall be sealed in a single envelope and sealed and marked as Bid in the form of Hard copy or electronic bids in the form of Technical Bid and Price Bid. Hard Copy must be submitted to the office of Trade Route Improvement Project, Birgunj-Pathaliya Road, Pathaliya, Bara. by hand/courier or e-bids through ~~~ e-procurement section of ~~~ Department of Roads&~~rsquo~ website: www.dor.gov.np on or before 12:00 Noon on 2074/04/05 (20 July, 2017). ~~~ Bids received after this deadline shall be rejected.
  3. The Technical bids shall be opened in the presence of Bidders'~~~ representatives who choose to attend at 13:00 Hours 2074/04/05 (20 July, 2017) at the office of Trade Route Improvement Project, Birgunj-Pathaliya Road, Pathaliya, Bara. Bids must be valid for a period of 120 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in *. pdf format in case of e-bid, of minimum amount as stated above either in the form of bank voucher confirming cash deposit in deposit account no. as specified above or a bid security (Unconditional bank guarantee) issued by &~~ldquo~A&~~rdquo~ class commercial Bank as approved by Nepal Rastra Bank, which shall be valid for 30 days beyond the validity period of the bid.
  4. If the date of pre-bid meeting, last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
  5. In case of bid submitted electronically, e-bidders shall submit their Withdrawal, Modification or Substitution if any, only through e-bidding process. E-bidders'~~~ Withdrawal, Modification or Substitution in a form of Hard Copies shall not be accepted.
  6. The Employer reserves the right to accept or reject, wholly or partly any or all the bids without assigning reason, whatsoever.
